Going solo with only 40 dps - whether it's worth it depends on what you expect to get out of it. Since your DPS is only about 40, I'll also assume that your targeting, navigation, armor, shield and gunnery skills are also quite low at the moment.
If you are looking to learn how to fly properly, how to move around in lowsec safely, how to use d-scan properly, how to select potential fights, how to avoid others and how to extract yourself from a tough situation, then it doesn't matter what your SP are. You'll learn these things through experience and they are skills that you'll gain as a player, independent of the character you are using. They are invaluable skills for when your pilot's SP increase.
However, if you are planning to go to Tama, Old Man Star, Amamake, Rancer or a number of other good fight systems (eg. Siseide, Heydieles, Ladisiter - lately, Nisuwa, Eha, Ostingele) then you should expect to lose almost every fight you have initially. Those systems have a lot of good, experienced pvp pilots in them and you'll be no match for them to begin with.
As long as you go there with the right attitude though, they are a great place to learn (if you can fund a stream of T1 Frigates).
An alternative would be Uphallant.
It's the location of an Eve-Uni lowsec academy, so there are a lot of new pvp players there and they will always give you a fight if you ask. They are also very open to communication on local chat and will normally be happy to setup fights against other players of similar age/experience.
